Background The National Adoption Standards for England (Department of Health, 2001) accompanying the Adoption and Children Act 2002 outlined an entitlement of birth parents in England and Wales to a support worker, independent of the child's social worker, from the point at which it is identified that adoption is the plan for the child. The Standards also stated that birth parents and birth families (including siblings) should have access to a range of support services both before and after adoption.
